JSF Cycle execution question...

Regards, I have been experimenting with a combination of action and actionListener method binding and when I debug my code I notice that the actionListener gets executed first, is this always the case?  Is it possible for this order of execution to change between implementations or it is part of the reference?   Thanks, JV
