There's a maintenance JSR in progress as we speak to separate this API out into its own specification document, at which point it will be able to be released separately. This API is specifically designed to be useful across all sorts of use cases, so it does not contain any direct references to web APIs (servlet, JSP, or JSF).
You can grab the el jars from Glassfish, or I think they are also available as part of Tomcat 6 now too. If you need Java 1.4 versions, older el jars from glassfish are available in older versions of facelets.
