It is under active development.  The best way to keep track, if you are
interested, is to subscribe to the developer list and you'll see *lots* of
activity on the branch where 1.2 is being implemented.

No they are not.

MyFaces includes a JSF implementation (currently the 1.1 implementation has
passed the compatibility tests, 1.2 is under development) plus several
component libraries that will run on any JSF implementation.

Shale is an application framework that extends any JSF implementation
(MyFaces or RI or ...) with extra capabilities.  It has a few non-visual
components to integrate Shale-specific features, but it will work with any
component library you like.
