Yeah, the error didn't match the posted page code.
You'll probably want to get in the habit of using
<ui:remove></ui:remove> for commenting under facelets.

By erasing the comment (like the example I sent and just below),
everything is ok (with or without the actionLitener method in

<t:navigationMenuItems id="navitems"
value="${navigation.breadcrumbsItems}" />
</t:panelNavigation2>
