Just a quick thought, but I think Tomcat doesn't allow access to WEB-INF folder via HTTP.

The paths are right; Eclipse renders all well in it's Web Page editor view. (btw I'm using Tomcat 6.0.13, Java 5, on OSX) -Wolf
