Resin 3.1.x
Resin 3.1.x is a development branch. New capabilities will be added
along with bug fixes for future versions of the Resin 3.1.x branch.
Deployments which need a Resin version with only bug fixes should use
the Resin 3.0.x branch.

Where did you find that? I just looked at Caucho's site and they list
themselves as supporting Servlet 2.5? And they never mention that
it's a development release, in fact if you purchase resin 3.1.2 is the
latest production release?
It appears that Resin just sticks more strictly to the XSD spec and
requires the tags to be in their proper order.
