That DTD will put you in standards mode. If you would remove the URI it would be quirks mode.
It seems like there are some extra CSS attributes on the center that are not right. Setting the size makes it work, but that should not be necessary. There are some other issues with this component that I need to address, I just don't have the time at the moment. What is wrong with the table layout? Are you seeing something different than the example?
