Thanks, Andrew. I was not asking about developing any new component - just wondering if described menu could be achieved using existing components as they are (e.g. hovering popupPanel plus a list of links/submenus).
Js hacking for positioning is needed for sure - if we want nested submenus to appear on the right side - not a big issue though.
Soon or later I will try it.
