The tlds are there. I just downloaded from the official maven repo:
  http://repo2.maven.org/maven2/org/apache/myfaces/core/myfaces-impl/1.2.6/

jar tf myfaces-impl-1.2.6.jar | grep tld
META-INF/myfaces_html.tld
META-INF/myfaces_core.tld
