plain HTML-Form inside a t:panelTabbedPane not rendered

Hi,
 
I want a plain HTML inside a t:panelTabbedPane and t:panelTab, but in
the rendered page, ther is no <form>-tag, only input-fields of the form
are rendered. 
What is wrong?
I am using MyFaces 2.0.0 and tomahawk12 1.1.9
