That generator meta tag is redundant with the comment that can appear at the bottom of the page and is also listed as one of the types that is not recommended at http://www.webmarketingnow.com/tips/meta-tags-uncovered.html
I would suggest that it should never be drawn. However, you would still run into the problem where the skin's CSS link still shows up before the metaContainer facet. Perhaps a "leadingMetaContainer" facet (or some similar-named facet) needs to be introduced so that you can inject content at the top of the head of the page.
