Apache NetBeans (incubating) 9.0 Alpha has gone through the whole Apache 
incubator release process and is available here:

That is the NetBeans Platform, i.e., the application framework beneath NetBeans 
IDE and multiple other projects.

Apache NetBeans (incubating) 9.0 Beta is being worked on here on Jenkins:

We are very close to being able to start a VOTE thread on the @dev mailing list 
for Apache NetBeans (incubating) 9.0 Beta -- jlahoda will be merging the 
jdk-javac branch into the main Apache NetBeans GitHub repo, after which we 
should put the VOTE thread together, since all the main items planned for 9.0 
Beta will then be complete.

The aim would be to have the 9.0 Beta release by the end of the year and for 
the NetCAT (i.e., the NetBeans Community Acceptance Testing
process) to start at the beginning of the year, after which the final release 
of 9.0 will be made available.

The 2nd donation, consisting of features for Java EE, PHP, JavaScript, HTML, 
and Groovy is wrapping up -- everything has been audited and final tweaks are 
being done, e.g., removing files that cannot be donated. The legal documents 
should be signed during the beginning of next year after which the related code 
will be transferred.

New mailing lists have been set up, one specifically for those who only want to 
receive mails when a new release comes out, etc, as well as footers for 
text-based messages to the mailing lists, with info on unsubscribing and a link 
to detailed info related to mailing lists.
