Do you by any chance have multiple monitors connected, including one "HiDPI" (very high resolution) screen? If so, the problem could be related to Java bug https://bugs.openjdk.java.net/browse/JDK-8211715 . For that one, the workaround is to make the HiDPI screen the "main" display in Control Panel, and then restarting the computer.
