I had a quick try - created a Maven project, added a dependency (apache commons CSV just because it's one I'd used before), and downloaded the Javadoc. When I right-clicked and selected "View Javadoc" a browser window opened as I would have expected. This is on both NB 23 and 24, with OpenJDK 64-Bit Server VM 23+37, Windows 11. Maybe it is a Mac-specific issue?
