No change for me. I guess I somehow need to define the NetBeans favorites to
make that panel appear.
But my application has not UI for setting favorites, and I hoped that it would
be possible to manage
them through the panel in the file chooser.

in a NetBeans application and it had the shortcuts panel with the favorites

Could be potentially DirectoryChooserUI disabling the panel for some reason:

you could try to start with -Dstandard-file-chooser=true, this should use the
JDK file chooser everywhere.
