ActiveMQ missing jar

Using 3.1.2-SNAPSHOT

The 'mx4j-tools.jar' (http://mx4j.sourceforge.net/) seems to be a 
requirement for ActiveMQ 4.x in OpenEJB irrespective of the useJmx=false 
setting .

Turning on debug for ActiveMQ shows a trace:

java.lang.ClassNotFoundException: mx4j.tools.naming.NamingService
