I'm not aware of any magic button that will do what you're looking for. You could just link to https://issues.apache.org/jira/secure/CreateIssue!default.jspa which takes you to the login page if you aren't logged in. Nabble lets you use HTML in your signature (no javascript though), so you can link to an image if you'd prefer.
