The three key components are Eclipse 3.6.2, m2e 0.13, and 
openjpa-maven-plugin 2.2.0-SNAPSHOT as per:

<groupId>org.apache.openjpa</groupId>
<artifactId>openjpa-maven-plugin</artifactId>
<version>2.2.0-SNAPSHOT</version>

The m2e plugin is blocking enhancement by openjpa-maven-plugin.  This was a 
change in m2e from earlier versions which worked fine.
