have you considered making the dependency and the plugin consistent?
(not that it should have any effect on your network error but still).
You're referencing org.codehaus plugin with a dependency of
org.apache.openjpa. Personally I reference the org.apache.openjpa
plugin and I have an org.apache.openjpa dependency.
