Yang,

That example is using the WMS-T output from MapServer.  The data for that
example actually is stored in a PostGIS data as a tileindex for the
underlying raster data.  Documentation (example here is actually the layer
being used in the OpenLayers example) for MapServer can be found at
http://mapserver.gis.umn.edu/docs/howto/wms_time_support/#example-of-wms-t-with-postgis-tile-index-for-raster-imagery.
I am not sure if Geoserver also supports WMS-T, but that question could be
directed directly to the Geoserver mailing lists.
