You need a database and code which translates an IP address to a physical location. There are commercial and free (for various values of free) providors of this type of data. Search for 'geo ip' or 'host ip' in google for a start. Once you've determined the location of your visitor you can write out your page containing your OpenLayers code with the appropriate location.
