TileCache is working for me. Note that TileCache layers point to the root directory of the actual disc cache of your tiles, not to the TileCache cgi. You need to fully seed your TileCache and make the tile cache directory web-accessible.
If you are intending to use the cgi, then you should be using the TMS or WMS layer type.
