I finally figured it out. All I had to do was specify, MIN_ZOOM_LEVEL, in
google maps declaration which now look like:
var satellite = new OpenLayers.Layer.Google( "Google Satellite" , {type:
G_SATELLITE_MAP, MIN_ZOOM_LEVEL: 7, maxExtent:extent} );
