Probably your only option at this time is to copy OpenLayers/Control/ PanZoomBar.js to OpenLayers/Control/PanZoomBarCustom.js, make the appropriate changes to replace PanZoomBar with PanZoomBarCustom and then make the changes to hard code your new images/positions.
