I suppose when an image is not found.
I think this kind of patch is really useful, just because generate all
the tiles requires a lot of time, so it's useful to generate only the
first layers and let generate other layers only when needs.
Using TileCache as WMS looks slower that calling directly the WMS, at
least using IIS.
