Yes, you can use:
<a href="javascript:layer.setVisibility(true);" >Show</a>
<a href="javascript:layer.setVisibility(false);" >Hide</a>
<a href="javascript:layer.setVisibility(!layer.getVisibility());" >Toggle</a>
Where "layer" is the layer to show/hide.
