I found it,
layer = new OpenLayers.Layer.WMS('MapGuide WMS',
'http://localhost/mapguide/mapagent/mapagent.fcgi?USERNAME=Administrator&Password=admin',
{ layers: 'Archives/Background/Layers/Blocks' }, optionswms);
the key point is that I lost 'username' and 'password' in the url.
but another problem:
how to set the returned image as transparent?
