I've tested it on Mapserver layers, and it works great!
However, I tried to add it to:
- OpenStreetMaps (OpenLayers.Layer.OSM.Osmarender),
- Google maps (OpenLayers.Layer.Google( 'Google Streets',
{'sphericalMercator': true, transitionEffect: 'resize'} )
- and yahoo maps (OpenLayers.Layer.Yahoo( 'Yahoo Street',
{sphericalMercator:true, transitionEffect: 'resize'}))
... and it doesn't work for these ones.
Is it supposed to work even for them?

This can be done in OL too. All you need is to pass
transitionEffect: "resize"
to the layer's options.
