Doesn't all vector data from China have an intentional error introduced to 
limit use?

I locate the map to the lonlat(118.50285, 31.65154) in China. But when I
switch the map between street and satellite without any zoom and pan. I find
there is displacement. The following is the picture to describe this
problem. I don't know why is the displacement appear. Any one knows the
reason, please tell me, thank you.
