I've changed it to the following and now the map doesn't disappear, but
it is not limiting my zooming out. I can zoom out far past the map.
var bounds = new OpenLayers.Bounds();
bounds.extend(new
OpenLayers.LonLat(-73.54243,41.48687)); //bottom left
bounds.extend(new OpenLayers.LonLat(-69.88948,42.89861)); //top right
bounds.toBBOX();
