Thanks for the help Chris, http://www.openlayers.org/dev/examples/drag-feature.html does work on Opera Mobile 9.7 beta (with the odd quirk)
Perhaps mine is a problem of my own making or one from OS OpenSpace (built on OpenLayers 2.7).
