By default, OpenLayers uses just 16 zoom levels with the Bing layer. You
can change that by configuring the layer by adding
numZoomLevels: 21
to the layer options, e.g.

var shaded = new OpenLayers.Layer.VirtualEarth("Shaded", {
    type: VEMapStyle.Shaded,
    numZoomLevels: 21
});
