Hey Jan, I would guess that the txt-file is being cached. Maybe you can teach you webserver (Apache, that is) to output additional headers [1] when the resource http://www.tappenbeck.net/osm/haiti/data/data_haiti/health_facility_paho_poi.txt is requested.
