I tried setting the opacity of the polygon layer to 1.0. Thank you for the
suggestion.
it resulted in a white, blank layer on top of the raster. The polygon still
did not display.
If i make both layers baselayers, I can flip back and forth and they both
display individually, but I cannot show the polygons on top of the raster
yet.
