Because TileCache only returns tiles on the grid you configure, and you're
trying to
configure overlapping tiles.
Either don't use gutter (you can use metaTile=yes, metaSize=1,1,
metaBuffer=10,10 to mimic the
same behavior in TileCache) or don't use TileCache.
