The release notes are available form here:
http://www.openoffice.org/development/releases/3.4.0.html
The latest release is actually 3.4.1 and is available from our download
page at http://www.openoffice.org/download/index.html. The navigation
menu on the right has a link to the 3.4.1 release notes which also link
to the 3.4.0 release notes.
