Assuming you use Windows (but things are much similar on other systems):
1) Open http://www.openoffice.org/download/other.html
2) Click on the English-US full install exe, download and install it.
3) Click on the Chinese (simplified or traditional) Langpack exe,
download and install it.
4) Switch between the two with Tools - Options - Language Settings -
Languages
