OpenSSL is used for SSL/TLS, which is a networking protocol, used for
secure access to web sites, email accounts etc.  Encrypted files would
not use it.  SSL, which evolved into TLS was created by Netscape for
secure access by browsers and has been extended other services such as
secure email access among others.

BTW, see that "s" after "http"?  That indicates a web connection that's
using SSL/TLS to provide encryption.
