At least one organization offers password removal/decryption for ODF
files. They tell potential clients that if the toolchain (On
SourceForge, I think) doesn't work for the client, then recovery costs
in the eight digit range are well within the ballpark. (IIRC, the setup
fee is €5,000,000. There is an ongoing charge, either monthly or
quarterly, until the password is found.)
