Interestingly, if your hyphens are genuinely a *line* - i.e. preceded by a line break created by Shift+Enter - then you will get what you want with no correction. What you see happens only if it is entered as a separate paragraph - preceded and followed by paragraph breaks created by Enter.

... but if I select all and set the border to no thickness and apply, they don't go away, and borders are still on the next time I go to format paragraph. It's very difficult to get rid of the lines.

Close - but no cigar. The automatic correction merges the line of hyphens (or some other things) with the preceding paragraph as a bottom border. If you Select All, as you describe, you apparently cannot clear this. But if you put the cursor into the preceding paragraph - the one that now has the bottom border - you can easily remove just its border in exactly the way you describe.

How do I keep this from happening in the first place?

One thing you should consider is leaving this facility available and merely correcting it when it occurs. The automatic correction is a separate process from the paragraph break that you want and produce by pressing Enter after your line of hyphens. All you need to do immediately you see the unwanted change is to use Edit | Undo (or Ctrl+Z): this will remove the correction and keep the paragraph break.

If you really do want to disable this facility completely, remove the tick from Tools | AutoCorrect Options... | Options | Apply border.
