OpenOffice Draw can import metafiles, and you can paste metafiles into documents being created in OpenOffice.
However, OpenOffice Draw does not export metafiles. Paint accepts image files, not metafiles. Metafiles contain instructions that are used to draw an image at any size you want, rather than providing a fixed-size image. There may be free drawing software that can make and also edit metafiles, if that is what you need to do to. I don't know which ones are trustworthy. There are also commercial products that will do it. I'm not clear whether this addresses your question or not.
