I've experienced this recently also. If I recall correctly, my work around has been to change the import to "Fixed width", make the import a single column of all the data, and then parse that column after loading it into the spreadsheet. If I could remember which file(s) caused the problem I'd provide the exact steps for the work around. You'll know you've selected the correct import parameters when the "garbage" text in the import dialog changes to the usual alphanumeric characters.
