Do you see a list of sections 
Survival guide
Beginners
Install, Setup and Troubleshooting
Tutorials
Writer
Calc
...
etc?

If so, double click on the bold blue word "Writer" and you should enter the 
Writer section.  If you have correctly registered on the Forum and received and 
answered the activation email, then in the white space  under the dark blue 
outlined box near the top you should see on the left a button with red text 
"NEWTOPIC".  Clicking that allows you start a new thread ad make a posting.  
Clicking on an existing posting should open a reply window for that thread.
