Thanks to the users who answered my message. I shut down Windows Firewall,
Account Notifications and Defender and was able to get a clean download of
4.13 and so far it's running well. Also the Windows explorer bug which kept
blanking my screen for a second every few minutes has stopped. I had done a
forced uninstall with Revo Uninstaller Pro which seemed to have cleaned up
anything left behind by my previous install attempts. It's working well
now, I'll keep my fingers crossed
