Open office

First - love your product. I'm considering buying a chrome book or a HP stream. 
 Can I download and use open office on either of these machines. If so how much 
storage is required?  I really don't understand all the machinations of cloud 
books and I apologize for my ignorance. I assume it's possible to download apps 
and work offline on cloud books.  Thanks so much for your help.  mick
