Because my eyesight is not great I have been googling for an answer for at
least two years and have come across many complaints about it, and quite a
few suggested fixes (that do not work or I cannot figure how to make them
work). I don't know enough about these kinds of open source/etc
arrangements to know but is there no one at Open Office or Mozilla or
wherever who is able to fix this? (Or who can explain why it can't be?)

FWIW, I agree that the black letters on a dark blue background are very
hard to read. It would be nice if there were some way to customize the
background/font/colors.

Some Open Office command buttons (for instance in the Find/Change tool)
are
so dark blue (at least on a mac) that they are nearly unreadable. I've
followed suggestions on the Community Site and also from Googling but
none
of it works. Why was such a terrible color contrast chosen and is there
any
way I improve it? I'm elderly and eyesight is not good so it's
additionally
frustrating. Thank you in advance for any help you can give.

Here is the Bugzilla entry for this problem. https://bz.apache.org/ooo/show_bug.cgi?id=128498. The Apache OpenOffice® code-base is quite large and very complex. It is often difficult to track down whare the code is stored for a particular bug. As the code-base supports 3 different operating systems, which may well use different ways of handling a particular problem, going through millions of lines of code to isolate where macOS handles this can be quite daunting.
