Sounds like you downloaded/installed the wrong file (French instead of English)
You can check that by looking at your Desktop, there should be a folder named:
OpenOffice 4.1.16 (en-US) Installation Files or OpenOffice 4.1.16 (en-GB) 
Installation Files
but you probably have:
OpenOffice 4.1.16 (fr) Installation Files

Remove the current one by typing the word program in the box next to the menu 
Start.
That will list you an option, called Installing or removing programs.
Select it and remove the currently installed OpenOffice.

Download the correct file from https://www.openoffice.org/download/index.html
You should have a choice between US and British
US file: Apache_OpenOffice_4.1.16_Win_x86_install_en-US.exe
After downloading, double click on the file and install it.

It might even be possible that the downloaded file will overwrite the existing 
current program.
You could try that first, then you don't have to remove it.
