Adele - I'm not sure but I'm guessing that you're referring to the Standard toolbar.
Do you see the menu bar that contains File, Edit, View, Insert, etc.? If so, click on View and then on Toolbars. That should open a list of Toolbars that can be turned on and off. Does the item 'Standard' have a check-mark next to it? If not, click on the word 'Standard' and a check-mark should appear and a row of standard icons should appear.
