They may not have OOo still on their systems.
But yes it is a Master document.
Now the Open Office suite is free and GPL so you can install it on any 
computer anywhere.
I haven't yet unzipped an MD to see how it is put together. But normal OOo 
Format is a Flat XML file.
However since Open Office is Free the easiest way to deal with this is to 
either find Open Office on his system or download it and use it to poen the 
file.
