Workaround:
1. Unmerge the cells
2. Insert your new column
3. Remerge the cells.

This is normal behavior in any spreadsheet I've ever used and I don't
expect it to change. Nor do I wish it to.
In order to do what you're asking, the program(mer)s would have to
read your mind to know why the cells are merged. Any visual
presentation would be lost because once new material is inserted into
the same area, reassembling the merge would require assumptions about
what you're going to think of next, i.e., determining what will be in
your mind at some point in the future that isn't there now.
The dev crew for OpenOffice.org are good, but there is certainly a
limit to how good they can be.
